Fast-tracked migrant skills incentives announced. Here’s what you need to know!

An initiative introduced by the Department of Education, Skills and Employment (DESE) offers skilled migrants in Australia a free, fast-tracked skills assessment. 

Skills shortages in the labour market in certain sectors, amplified by border closures resulting from the COVID-19 crisis, have been recognised by the Australian Government as problems requiring an urgent fix. The seriousness of the situation has led to unique and powerful incentives that could benefit about 9500 onshore migrants. 

The Migrant Skills Incentives include not just faster migrant skills assessment processes, but free, fast-tracked skills assessments for onshore migrants who reside in Australia on a permanent family, partner, humanitarian or refugee visa. 

One particular incentive is available to migrants who have never undergone a skills assessment and who have skills, qualifications and/or experience directly relevant to a priority occupation.

Priority occupations in engineering include:

  • Civil engineers
  • Structural engineers
  • Transport engineers
  • Electrical engineers
  • Geotechnical
  • Mechanical engineers
  • Mining engineers
  • Petroleum engineers

“This program represents quite a dramatic difference to the time an assessment would typically take,” said Engineers Australia Senior Manager Assessments Robin Liu. 

“A normal assessment might take 16 to 18 weeks. A previously paid, fast-tracked assessment might take 20 working days. This free offer, running from February 28, 2022 to June 30, 2023 provides an outcome within 15 working days.”

What engineers need to know

Engineers Australia, as an assessing authority, will manage the assessment process for those in the engineering profession.

“We need to promote and communicate this out into various communities to make this solution work,” said Liu, himself a migrant engineer. “We’re talking about people who have a permanent visa but haven’t done any assessment with us in the past. 

“The fundamental challenge is for engineers and engineering firms to reach out to the larger community, to spread news of this opportunity out to anybody they think might be eligible, to get people assessed and increase the talent pool.”

To take advantage of opportunities that come from this process, Liu said, it’s also beneficial for those in engineering to understand the assessment process and its significance.

“Applicants who already have a permanent visa can work without limit in Australia,” he said. “Our assessment process is to confirm that they are a suitable qualified engineer whose qualifications are recognised as equivalent to an Australian engineering degree.”

“At the last census 58 per cent of Australia’s engineering team were born overseas and skilled migrants play a crucial role in maintaining Australia’s engineering capability,” she said. 

“There are a large number of skilled, experienced migrant engineers who are already within the country who are not employed in an engineering role. Incentives like these can meaningfully contribute to improving employment outcomes and alleviating skills supply challenges.”

But without enough knowledge around the potential influx of migrant engineering talent, organisations might find they’re missing out on powerful, new opportunities. Despite demand for engineers being the highest in a decade

“There remains a challenge in having Australian employers recognise and value the overseas experience that skilled migrant engineers bring,” MacMaster said.

“There is an opportunity for engineering firms to gain access to considerable experience if they are willing to invest in training to impart the required local (Australian) knowledge to enable them to contribute their capabilities to the fullest extent. 

“Engineers Australia is actively working on a range of initiatives to help address barriers to skilled migrant employment both from a skilled migrant perspective and from the employer’s perspective.”

Finally, Liu said, there’s the fact that engineers have always helped, supported, mentored and promoted other engineers.

“The intention here is as important as the business case,” he said. “The intention from Engineers Australia is to help migrant engineers better embed themselves into our community for the long term.

“The first step is having this assessment, for free, to have their skills and knowledge recognised. That’s an excellent start.”

Huge Priority Migration Skilled Occupation List Update

 


The Minister for Immigration announced the addition of twenty-two new occupations to the Priority Migration Skilled Occupation List (PMSOL), bringing the new list to a total of 41 occupations.

Further Engineering and IT occupations have been added, along with 'Cartographer' and 'Surveyor', likely to assist with the number of infrastructure and construction projects in Australia. Also joining the list are Accountants and Auditors, especially needed during the upcoming taxation season in Australia.

Finally, Following the Government's recognition of critical skills needed in the hospitality sector, the occupation of 'Chef' is a welcome addition to the PMSOL.

Employer-sponsored applicants in the PMSOL occupations will be given priority processing for both nomination and visa applications in the following visa types:

  • Subclass 482 - Temporary Skill Shortage (TSS) visa
  • Subclass 494 - Skilled Employer Sponsored Regional (Provisional) visa
  • Subclass 186 - Employer Nomination Scheme (ENS) visa
  • Subclass 187 - Regional Sponsored Migration Scheme (RSMS)

Applicants and existing employer-sponsored visa holders on the PMSOL can also request a travel exemption to enter Australia during the current border closures. However, the mandatory 14-day quarantine period still applies and will still be at the traveller or sponsor's expense.

The New South Wales government introduced a new criterion for 491 regional state sponsorship.

 


The New South Wales government introduced a new criterion for 491 regional state sponsorship.


In all cases, you must have a valid skill assessment in your nominated occupation and be able to reach the minimum 491 visa pass mark which is currently set at 65 points.

The new nomination criteria have three eligibility streams;
1) Living and working in regional New South Wales,
2) Recently completed a study in regional New South Wales,
3) Living and working outside of New South Wales.


Living and working outside of New South Wales

Potential applicants have three options to choose from;

A) Job Offer in Regional NSW

  • have an offer for ongoing employment that is:
    • in your nominated occupation, or a closely related occupation; and
    • for a minimum term of 12 months and 35 hours of work per week;
  • have an offer for ongoing employment from an employer that is:
    • located in a designated regional area in NSW; and
    • registered in Australia.

B) At least five years of skilled employment experience (offshore Applicants)

Potential applicants must;

  • have at least five years of skilled employment in such nominated occupation or a closely related occupation.

C) Family ties in regional NSW

Potential applicants must have;

– have an  immediate family member in a designated regional area in NSW who satisfies all of the criteria below:

  • currently residing in a designated regional area in NSW; and
  • has been residing in a designated regional area in NSW for at least the previous 24 months,
  • and you must ensure that your family member has completed a statutory declaration to confirm that they satisfy each of the above chain migration requirements.
  • is either your grandfather, grandmother, father, mother, brother, or sister (including by virtue of a step or adoptive relationship);
  • at least 18 years of age;
  • either an Australian Permanent Resident, an Australian Citizen, or a NSW nominated provisional visa holder (489);

Student Visa Checklist - Australia

 




Documentary Evidence List

·          Evidence of your identity. Attach a copy of your passport. Also include a certified copy of your birth certificate, national identity card, or driver license where you have these.

·          a Confirmation of Enrolment (CoE) for all intended courses if applying outside Australia.

·          Evidence of adequate health insurance. Health insurance must be Overseas Student Health Cover (OSHC).

 

Genuine Temporary Entrant requirement

Evidence to show that you meet the Genuine Temporary Entrant requirement for a student visa. This must include a statement in your application form that you intend to stay in Australia temporarily and/or documentation to support claims. The statement must be written by the applicant even if using an agent.

You can include evidence such as:

·          Proof of employment – your current or most recent employment which includes payslips or a contract. Up-to-date link to your LinkedIn profile, should include employment and educational history.

·          Qualifications – a certified copy of your academic transcripts, Educational Certificate (Degree, Diploma etc.) or letter/statement from your overseas Education Institution.

·          Australian qualifications – a certified copy of your academic transcripts, Educational Certificate (Degree, Diploma etc.) or letter/statement from your Australian Education Institution.

We will consider your circumstances, your immigration history, if you are a minor and the intentions of a parent, legal guardian or spouse, and any other relevant matter.

Relationship – spouse, de facto partner

Evidence of your relationship with your spouse/de facto partner. This could include a certified copy of your marriage certificate, Family Book, Household Booklet or other evidence of family composition.

Employment history

Evidence of current or most recent employment which might include payslips or a contract.

Your up-to-date link to your LinkedIn profile should include full employment and educational history, including dates and positions, held for at least the last five years.

Research Students

If you are undertaking research in Australia, attach a copy of your research (thesis/project) topic.


·          You must provide proof of sufficient funding for your study and stay in Australia. The funding should also cover your caretaking family member/ members and any school going dependent. Or

·          You must provide proof that either your parents or spouse is willing to support your study and stay in Australia and show that they have an annual income of AUD 60,000, at the minimum. If you are accompanied by a caretaking family member the annual income must be minimum AUD 70,000.

Source of Funding Proof:

As you show, you are sufficiently covered, you are also required to provide documents giving details about the source of funding. Such as,

·          Loan certificate or a copy of a letter stating loan is granted for a specified amount and duration from a financial institution.

·          Evidence of cash deposits in your name for the specified period just before the date of your visa application, such as cash deposit receipt or a bank passbook, or bank statement.
